LEIRE PARISH COUNCIL 

Minutes of the meeting of Leire Parish Council held on Tuesday 28th June 2005 in the Village Hall commencing at 7.30p.m.
Those present:-   Mrs June Goodwin,  Mr  F. Lambert, Mr. K. Brown, Mrs J. Gamble, County Councillor Mr. W. Liquorish and Mrs R. Bones (Clerk).
Apologies were received from Mr. P. Pickering.
Mrs Goodwin welcomed out new County Councillor to his first meeting with us and thanked him for his attendance.
4518 Minutes of the previous meeting held on Tuesday 24th May 2005 were read and approved.   It was proposed by Mr. K. Brown and seconded by Mrs J. Goodwin that these were a true record.
RESOLVED:  That they be duly signed.
4519 Matters Arising
i) The clerk informed the meeting that she had not received information from Mr. Pickering regarding the names to be put forward to The Rector in connection with the Charities Commission.   The letter will be sent advising The Rector that the trustees put forward by The Parish Council are Mrs. J. Gamble, Mr. C. Hirst, Mr. C. Everard and Mrs E. Johnson.

ii) Dog Waste Bin – We are still waiting for this bin to be emptied, and a further letter is to be sent asking for the service, which has been requested from Matrix.
4520 Correspondence
i) HDC – Standards Committee – Dates for Future Meetings – This information was taken by Mrs Goodwin for reading.
ii) Defra – Clean Neighbourhoods and Environment Act 2005 – We have received information in connection with the above Act which allows Parish Councils to issue fixed penalty notices (FPNs) for litter, graffiti, fly-posting and dog offences.   It allows Parish Council to introduce dog control orders for a range of offences (effectively replacing the current byelaw system).
Fixed Penalty Notices – Under various current legislation the Parish Council is able to issue a fixed penalty notice for litter, fly- posting and dog fouling.   This information will be kept on file for future guidance.
iii) Advance notice of consultation on the Submission Statement of Community Involvement in Planning – The consultation period has been set from 27th June 2005 to 8th August 2005.   Mr. T. Smart will be informed so that the Action Group can all be informed.   This will be placed on next month’s agenda for further action and discussion.

iv) Lamley Brothers – A letter has been received advising us that Lamley Brothers have relocated to 6 Azalea Close, Lutterworth., LE17 4FR.
v) Dogs (Fouling of Land) Act 1996 – a list of areas that have been designated “clean up after your dog” areas has been received.   If dogs foul these areas and their owners do not clean up, they are to be reported to the Environmental Services with the date, time, place and description of owner and dog.  An officer of the Council will then make every effort to attend the following days to try and catch offenders and issue a fixed penalty notice of £50.00.
vi) LCC – FLAG grants programme – An application pack is to be applied for.
