Minutes of the previous meeting held on Tuesday 17th June 2003 were read and approved. It was proposed by Mr. F. Lambert seconded by Mr. K. Brown that these were a true record. |

| 4350 | Matters Arising |
| i) | Refuse Collection Back Lane Mr. Fuchs reported that he has reported the problem of the large refuse vehicle damaging the verges of Back Lane, but was informed that this is the only vehicle available in Leire. This information was questioned, as it is known that a smaller vehicle visits the bottom of Stemborough Lane each week. Mr Fuchs will investigate this further and try and get the smaller unit to service the properties in Back Lane. |

| ii) | Mr. Fuchs reported that he had inspected the state of Back Lane and didnt believe there was a significant problem with its state as it is a country lane. The Parish Council informed him that the elderly residents from Hoke Court use this lane, and it is very dangerous when wet and in the dark. It was suggested that maybe we could have the lane resurfaced from Hoke Court corner down to the entrance of Wales Orchard so that the rain water drains away rather than lays on the surface. |
| iii) | Footpath between 8 & 9 Oak Avenue Mr. Fuchs reported that he had looked at the footpath and the problem with obstruction was growth from the properties that back on to the path. The residents will be contacted and asked to cut back the growth. |

| iv) | Village Design Statement Mrs Goodwin reported that she had spoken with Mr. Lunn and he is prepared to try and get the Design Statement on line again after the summer holidays. A discussion was then had and it was decided that the village continue with this important structure. |
| v) | Mrs Gamble reported that she had made enquiries about a barrier for the entrance to the car park of the Playing Field. A barrier below 2 metres in height can be erected with no planning permission required. If it were decided to proceed with this, it would be necessary to ensure that gateways can be locked and a key handed to Serviceteam who cut the grass of The Playing Field. A quote will be obtained. |

| vi) | Swift Valley Mrs Goodwin reported to the meeting that Mr. Pickering and she had been to Jackson and Co. our solicitors to discuss the matter with Mr. Hall. It has been agreed that we employ Mr. Hall to act on behalf of The Parish Council and go along with his advice. |

| i) | HDC Training Power of Local Determination by Standard Committees, The Members Planning Code and The Parish Members of The Standards Committee A meeting will take place on 9/7/03 in Lutterworth and on 15/7/03 at Kibworth, Mrs Goodwin will try and attend one of this meetings. |

| iv) | The Countryside Agency Vital Villages Grant Programme Parish Plan Grant Information to be kept on file so that we can apply again for a Grant when ready to continue with the Village Appraisal. |

| vi) | LCC Periodic Electoral Review of LCC Circulate Mr. D. Jennings filled the councillors in on this. |
| vii) | Items for circulation APLC, AGM 2003, Wicksteed Leisure, Disability Discrimination ACT 1995, and The Royal Leicestershire Regiment Museum Appeal. |
| viii) | Lauren Howells A letter has been received from this young girl aged 10 bring our attention to the state of the Churchyard extension. Mrs Goodwin reported that Mr. Pickering had spoken with Mr Laban who is currently looks after the cutting of the grass in the churchyard. |
