| Minutes of Leire Parish Council meeting held on Tuesday 15th April 2003 in the Village Hall. | |

Those present:- Mrs J. Goodwin,
Mr. P. Pickering, Mrs C. Cambers, Mrs D. Morgan, Mr. F. Lambert, Mrs R. Bones
(Clerk) and two members of the general public.
Apologises were received from
County Councillor Mr. David Jennings. Before the meeting commenced Mrs June Goodwin, on behalf of the Parish Council, regretted the decision of Mrs Debbie Morgan and Mrs Carol Cambers to retire from the Council, and thanked them for all their efforts over the past 8 years. She spoke for all members when he said how sorry she was that they are leaving, and hoped they may consider returning at some time in the future. |

Minutes of the previous meeting held on Tuesday 18th March 2003 were read and approved. It was proposed by Mr. F. Lambert and seconded by Mrs C. Cambers that these were a true record. |

| 4323 | Matters Arising |
| i) | Mr Lambert reported to the meeting that he believes about 8 tons of quarry waste or small stones are required on Jubilee Walk to help with the drainage problem. It was discussed that maybe drainage pipe will also be required to help take the water away to the natural drainage. A site meet will be called between Mrs Goodwin, Mr. Pickering and Mr. Lambert together with Mr. G. Sutton. |

| ii) | Mrs Goowdin reported that Mr. Peter Fuchs had been in contact to say that he has spoken with the local Police Inspection and the local policeman regarding the local youths making a nuisance of themselves in respect of very load music and chasing around the village in their cars. Mrs Morgan reported that she had received an anonymous letter about the same problem. |

| i) | Mr. Philip Cross – A letter has been received from Mr. Cross referring us to the planning approval. His comments have been noted and will be filed with the Planning Application/Approval. In connection with the bus shelter, this has been an on-going concern for many months but it was reported that the bus shelter was now being reinstated. |
| ii) | Rural Community Council – Annual request for a donation has been received and it was agreed that £25.00 be sent. |
| iii) | Defra – The Quality Town and Parish Council Initiative – Circulate |
| iv) | LCC – Proposed Hourly Bus Service – An amended proposed timetable has now bben received. The two parishioners who attended this meeting were pleased that they could now travel right into Leicester on this service. A letter is to be sent LCC acknowledging this new service. |

| v) | HDC – The Future of Community Forum – Information in connection with the Community Forum has been received. Mrs. Cambers has attended these meetings on behalf of the Parish Council and she will give a report as requested. |

| vi) | HDC – School Holiday Programme – A letter has been received from the Recreation Development Officer in regard to facilities that can be offered during the school holidays for activities for children between the ages of 5 and 16. A letter is to be sent back advising that the Council has no objection to the Playing Field being used. We will also advise that if they would like an indoor venue, to write to Mrs. Cynthia Harris for use of the Village Hall. |

| vii) | ABB – Review of Street Lighting Maintenance – Information in connection with the maintenance of streetlights has been received advising that a change is on the way and that final pricing will be available by the end of October. |

| i) | 03/00468/FUL – Robert Cant – Erection of two storey rear extension, 1 Back Lane, Leire. NO COMMENTS |
| ii) | 03/00262/FUL – C.J. & J.E. Nichols – A copy letter has been received from HDC, which was forwarded to them by Mr. Nichols stating that only 16 caravans will be stored at one time. |

Parishioners Participation |
| i) | Mrs Dove reported to the meeting the poor state of Station Lane. It was decided to call out Mr. Hier from HDC to see the mess and seek his advice in respect of the hedges and fences which have been left after the erection of the new fence. The old fencing was the property of HDC as this formerly was council property. He will also be asked to re-new the handrail to the fencing down the small pathway onto Back Lane from Hoke Court. |

| ii) | War Memorial – Mrs Cambers has kindly offered to carry on with the work connected to the War Memorial. The other members of the Parish Council gratefully appreciated this as Mrs. Cambers has it well in hand. |
| iii) | Road Bridge on the Broughton Lane – It has been decided to have another working party to clear further ivy and elder from around this bridge. This will take place on Thursday 24th April. |
| iv) | Charity Commission – Recorded that Mr. Pickering had taken this literature to read. |
| 4327 | Playing Field – Problems with Fly Tipping are again being experienced. Mrs Goodwin advised that she would burn what could be burnt if it was transported to her land. |

| 4328 | Jubilee Walk – A sign advertising The White Horse public house has been removed from the nature walk. This will be returned to the landlord. |

At the end of the meeting Mrs. Goodwin presented to Mrs Morgan and Mrs Cambers a shrub and card to thank them for their service on the Parish Council.
