| Minutes of Annual General Meeting of Leire Parish Council meeting held on Tuesday 16th September 2003 in the Village Hall. | |

| Apologies were received from Mr. F. Lambert, District Councillor Mr. P. Fuchs and County Councillor Mr. D. Jennings. | |

Minutes of the previous meeting held on Tuesday 19th August 2003 were read and approved. It was proposed by Mr. K. Brown and seconded by Mr. P. Pickering that these were a true record. |

| 4366 | Matters Arising |
| i) | Playing Field Barrier Mr. Pickering reported that he has been trying to obtain a grant to help with the cost of this proposed barrier. At the present time, all grant money has been allocated and the next allocation of funds will not take place until April 2004. Mrs Gamble reported that two styles of barrier are available, but it was agreed obtain a quotation on the barrier similar to that of Co-op in Broughton Astley. |

| ii) | Frolesworth Road Bridge Three members of The Parish Council have met with Mr. P. Steer of Leicestershire County Council to discuss in full the report which has been received from Waterman Burrow Crocker Ltd. It was agreed that the grass verge of the highway crossing over the bridge is causing a problem with the rainwater seeping through the brickwork. He also suggested that diamond drilling holes on the abutments and drainage pipes would help with the drainage problem. A letter is to be written thanking him for the meeting and asking that the work on the grass verge be undertaken as soon as possible before the onset of wet weather. |

| iii) | Broughton Lane Light Mr & Mrs Blake attended the meeting to discuss the problem with the light shining into their garden and property. It has been decided that members of the council will visit Mr & Mrs Blakes property to see what problems are occurring before further action is taken. |

| iv) | Dog Bin Waste Mr. Pickering reported that the dog bin has still not been emptied. Further letters or telephone calls will be directed to Matrix who has this contract with The Parish Council. |

| i) | Broughton Community Forum The next meeting is to be on Monday 22nd September, Mr. Pickering will try and make this. |
| ii) | HDC Local Plan Review Consultation on Issue Papers To be circulated but comments must be into HDC before 13th October 2003. |
| iii) | Housing Strategy Consultation Workshop and Housing Forum A meeting is to take place on 24th September 2003 at the Harborough Leisure Centre. |
| iv) | HDC Events Guide and Village Voice to be circulated. |
| v) | Mrs D. Morgan A letter has been received from Mrs Morgan thanking the Parish Council for the gift which she received on retiring from the Parish Council. |
| 4368 | Swift Valley Partnership |
| A long discussion took place with Mr. Singer from Swift Valley Partnership in connection with the closing of Back Lane into Station Lane. All information has been listened to and a further appointment will be made with the Parish Councillors solicitor, Jackson and Company. | |

| i) | 03/01145/FUL Ms S. Emmett Erection of two storey and single storey extension Sleaths Folly, Formly Bird, The Green, Leire. |

| The Parish Council have only one concern is that the property is being made larger is there sufficient parking off road. | |
| ii) | 03/01329/FUL Mr. S.A. Harvey Change of use from offices to office/beauty salon, The Gables, Main St. Leire. |

| 4370 | Churchyard Extension |
| The Parish Council have received a number of complaints about the state of the churchyard extensions, i.e. grass cuttings etc being left lying about. Information received suggests that the PCC are having the churchyard re-laid i.e. hedges etc. The PCC meets next week so any further developments are awaited. | |

Parishioners Participation |
| i) | Mrs Dover reported to the meting that she has finally had her bungalow surveyed on the 3rd September 2003, and has been informed that the bungalow will be underpinned. |
| ii) | Mrs Gamble reported to the meeting that Mrs. Thompson from 13 Oak Avenue had still not heard from Mr. Fuchs about the hedge problem. This will be brought up again at the next meeting of The Parish Council |
| 4372 | Playing Field Comment was made on the good condition of the Playing Field. |
| 4373 | Jubilee Walk - Mr Blake from Whitehouse Close who was attending the meeting thanked the council for the good work carried out on the walk. Mrs Blake commented that it is a pleasure to walk along the walk and not feel closed in. |

| Hacker and Young The clerk is in receipt of a letter from the External Auditors who have asked a few questions on the account. These will be looked into and reported back to Hacker and Young with all the information they have requested. | |
| The clerk will amended the figures as requested from Hacker and Young, and return them together with the following questions answered. | |
Question 1) Are the fixed assets on the annual return shown at their Insurance Value or cost? |

Answer: The difference being the time delay between received grants for Jubilee Walk and work completed and paid for. |
