LEIRE PARISH COUNCIL 

Minutes of Leire Parish Council meeting held on Tuesday 17th December 2002 in the Village Hall.
  Those present:-  Mrs J. Goodwin, Mrs C. Cambers, Mr F. Lambert Mrs D. Morgan, County Councillor Mr. D. Jennings.   Minutes were taken by Mrs Cambers in the absence of the Clerk.

Apologies were received from Mrs R. Bones, Clerk.

Minutes of the previous meeting held on Tuesday 19th November 2002 were read and approved.  It was proposed by Mr F. Lambert and seconded by Mrs D. Morgan that these were a true record.

RESOLVED:  That they be duly signed.
4291 Matters Arising
i) Cornhill Insurance – A letter is to be sent to our insurance company, but at the present time, the Clerk is waiting for the names and addresses so that this information can be forwarded.

ACTION:  Mrs Goodwin

ii) Mrs Avery Redfern (Jubilee Walk) Trust set up with £14,000.00 invested in HSBC’s High Interest Deposit Bond for 1 year, pays 3.8% gross producing £425.60 at end of year.   Remainder (£5,170.45) put into instant access account at HSBC.
iii) Freedom of Information Act 2000 – More forms to be completed at the end of the meeting.
4292 Correspondence
i) Warwickshire County Council – A reply has been received from WCC, but they have declined to quote for the bridge repairs
ii) Mr & Mrs Howe – A letter has been received together with a quotation for the new layout of the flowerbeds at the end of Little Lane.   A letter is to be forwarded to them advising that we are unable to spend this amount of money, and we will look forward to receiving further ideas as we are only looking for small shrubs etc for this small piece of land.   Mr. Howe will also be advised of which allotment and the contact telephone number for the horse manure contact number.

iii) Forward with Leicestershire Aggregates Grants (FLAG) – Information has been sent re grant for bridges.   Site meeting to be arranged.

iv) Waste Management – A letter is to be written to Mr. Bruce Jamieson, Director of Planning, Highways and Waste Management, County Hall to be asked whether a weight restriction could be applied to the bridge on Frolesworth Road due to concerns about the substructure

v)

LCC Waste Management and BTCV – Notices to be displayed on the Notice Board.

vi) Urban Capacity Study – Information has been received from HDC who are assessing possible building land in the district; lists to be published in December (potential) and January (actual)
vii) Items for Circulation – HDC Air Transport in the UK: Midlands, East Midlands Development Agency Annual Report, Email and Heritage Watch Guidance Pack and APLC Leaflets.

02/01781/FUL – Anna Golden – Erection of detached dwelling, Eaglesfield Cottage Main St. Leire.

ii)

02/01608/VAC – D. Heath – Variation of conditions 4 of 01/01689/FUL to allow the use of unit 2 for B2 (general industrial) purpose (retrospective application)

Planning Permission
i)

02/01608/FUL – Peter Orton and Philip Bailey – Erection of two storey rear extension “Lomond”, The Green Leire

ii) 02/01471/VAC – Mr & Mrs S. Harvey – Variation of condition 2 of application 89/0455/3P to allow any business to operate from the premises, The Gables, Main St. Leire.

Parishioners Participation

i) Footpath between Frolesworth Road and Hoke Court needs clearing of old trimmed branches.

ACTION:  Mrs Goodwin

ii) Shire Grants application form to be requested in connection with replacement lamp standard for Main Street, Back Lane junction.

ACTION:  Mrs Goodwin

iii) ABB to be progressed re two lamps out: one on Broughton Lane, and one Back Lane opposite Village Hall.   These two lamps were reported out by the Clerk on the 7th December via official post card.   A quotation is also to be sought for the removal of Ivy from the lamppost on Main Street.

POST MEETING NOTE – ABB reported (18/12/02):

a)      Lights would be repaired, ivy removed and column checked for safety (no date given).

b)      Could not find letter but will prepare quotation for the (Gledhills) lamppost.
