| Minutes of Leire Parish Council meeting held on Tuesday 18th March 2003 in the Village Hall. | |

Minutes of the previous meeting held on Tuesday 19th February 2003 were read and approved. It was proposed by Mrs C. Cambers and seconded by Mr F. Lambert that these were a true record. |

| 4315 | Matters Arising |
| i) | Flower Beds Little Lane/Dunton Road – The Gardening Club has agreed to plant out the two flowerbeds at this junction. |
| ii) | Replacement Lamp Back Lane/Broughton Lane Junction – The clerk received a letter from ABB Services advising that if we have a column the same as that outside “Ambercroft” it will cost an additional £10.00 plus VAT. The clerk spoke with the chairman and this amount has been agreed and reported back to ABB Services. |
| iii) | Quarry Waste for Jubilee Walk – Mr Lambert reported that he had been in touch with Mr. Laban who does not have the right equipment to transport quarry waste down onto Jubilee Walk. He has put Mr. Lambert in touch with a Mr. Tom Williams who is able to carry out this kind of work. Mr. Lambert will measure how much waste we need. Mr. Williams advised that 10 tonne of waste will cover 11 metres x 2 metres. The clerk rang the quarry at Croft and has been quoted a price of £12.50 per tonne. |

| i) | Dog Waste Bin – The clerk checked how much is being paid to HDC to empty the waste bin and is stated on minutes of April 2000 item 4054(iv) that it is £3.00 per visit or if collected for 41 weeks it will be at a cost of £123.00. The Parish Council has decided to cancel with HDC and ask Matrix to carry out this service for a year trial period. Their cost is £1.50 per bin per visit. A letter is to be sent asking them to commence if possible a fortnightly service at £1.50 per visit to the one waste bin on the Playing Field. This service to commence April 2003. |

| ii) | Allianz Cornhill Insurance – A further letter from our insurance company has been received advising that without the witness statement or the registration number of the third party there is little hope of recovering the costs. The Parish Council has decided to write again to Mr. E. Lovatt with a copy to the insurance company and try again to obtain the monies through his insurance company. |

| iii) | HDC Standards Committee, and The Boundary Committee for England, Periodic Electoral Review of LCC – Circulate amongst Councillors. |
| iv) | Courses for Councillors and Clerk – Keep on file until after the May meeting. |
| v) | LCC – Review of local bus services – A proposed timetable for the new bus service has been received, and is due to commence in June 2003. Concern was expressed over the price of the service as two buses are now required to reach Leicester instead of the one. A letter is to be written to LCC querying this. The County Councillor who was present agreed with the comments made. |

| vi) | Parish Audit Services – A letter has been received from Mr. Mike Spencer offering his services again for the next audit. It has been decided to continue with Mr. Spencer and ask him to be our Internal Auditor for the next three years at a rate of £120.00 plus VAT per annum. A letter of confirmation will be sent to him. |

| vii) | Lutterworth and District Citizens Advice Bureau – Annual Report 2001-2002 plus a copy of the account. Also received the annual request for a donation. This year a cheque for £25.00 will be sent. |
| viii) | Hacker and Young – A signed copy for our accounts year ending March 2002 has been received. A notice is to be displayed in our Parish Notice Board advising that this document can be viewed. After the 14 day period the Statement of Assurance on Notice of Conclusion of Audit and Right to Inspect Annual Return can be posted back to Hacker Young together with the cheque for their fee. |

Parishioners Participation |
| i) | Complaints are still being received in connection with the hens which are roaming loose from The Rectory. They are causing concern due to the fact they are scratching at the soil and throwing soil and stones over the pathway which leads down to the churchyard extension. A letter is to be sent to Rev. D. Turner asking him to keep the hens on his side of the hedge. A copy of this letter also to be sent to Mrs. P. Jackson the secretary of the P.C.C. |

Another concern
at the churchyard extension is that the waste bin is not being emptied. Mr & Mrs Parkinson are to be asked if they would kindly wheel this down to the roadside on a Wednesday morning. |

| iii) | It has been observed that the gateway on the left under the bridge on Broughton Lane is now being used. Mr. Cross is to be written to advising that the gateway must be taken back to the five metre position as per the terms of his application now that the entrance is being used. |

| v) | It was reported to the meeting that only half of Back Lane was swept when the cleaners came round in December. A letter is to be written to Harborough Highways asking if the whole lane could be swept. We will also advise that the drain in the turning point by the bungalows is blocked and water is cascading down that end of Back Lane. |
| 4319 | Playing Field – It has been reported to the meeting that very loud music from a portable “getto-blaster” has been heard on the field whilst young men were playing football. They were requested to turn down the volume, but a torrent of verbal abuse was the only response. Environmental Health has been consulted but they cannot do anything as this occurred on private car park. Mr. Fuchs will speak with the local policeman and ask for his assistance. |
