LEIRE PARISH COUNCIL 

Minutes of Leire Parish Council meeting held on Tuesday 19th February 2003 in the Village Hall.
  Those present:-  Mrs J. Goodwin, Mrs C. Cambers, Mrs D. Morgan,  Mr. F. Lambert, County Councillor Mr. D. Jennings, Mrs R. Bones (Clerk) and two members of the general public.

Apologies were received from District Councillor Mr. P. Fuchs.

Minutes of the previous meeting held on Tuesday 21st January 2003 were read and approved.  It was proposed by Mrs D. Morgan and seconded by Mrs C. Cambers that these were a true record.

RESOLVED:  That they be duly signed.
4307 Matters Arising
i) Cornhill Insurance – Mrs Goodwin reported to the meeting that she still has not been able to find out the address of Mr George Cox.   Mrs Goodwin has spoken with Mr Cox’s sister but she does not know his new address at the moment.   We have received a letter from Cornhill advising that they will be closing this file.   A letter is to be written asking them to pursue for Uninsured losses.
ii) Flowerbeds Little Lane/Frolesworth Road corner.- Mr Lambert has spoken with Mr Howe and he is still prepared to maintain the beds when they have been planted out.   The Gardening Club is to be asked to plant the beds up.

iii) Gated Road – Mr Robin Gregg has been asked for his definition of a Gated Road. In his view, this is a Wooden Gates at the side of the verge creating a 20m.p.h. speed limit.   A response is still awaited from Highway Partnership.
iv) It was reported to the Parish Council that the rat population is now under control.
v) Mrs Dove’s bungalow – Mrs Dove is still have problems with her bungalow and is not receiving a very good service from Harborough District Council.   Mrs Goodwin will speak with Mr Peter Clipstone, Property Maintenance Manager at HDC.   The property has very bad cracks with bricks cracking in two, and the walls appear to be moving.

4308 Correspondence
i) Planning Inspectorate – Footpath W65 and W67 (Parts) Eaglesfield Farm.   These footpaths have been approved for division.   All information to be circulated.
ii) CPRE – Annual Donation – Proposed by Mrs D. Morgan and seconded by Mrs C. Cambers that a donation of £20.00 is to be sent.
iii) Annual Playground Inspection – Further information in connection with the Annual Playground Inspection has been received along with advice to take up the Risk Assessment and DDA Assessment this year at a cost of £52.00.   Mr. Stuart Coe of Grounds Maintenance and Play Officer will be informed.

POST MEETING NOTE:-  The clerk has contacted Mr. Coe and left a message on his voice mail to indicate that we require the full inspection as advised by him.

iv) Cornhill Insurance – A letter has been received from Cornhill advising that they will be closing the file on our claim for the lamppost as we have been unable to come forward with the witness’s details.   A letter is to be written advising that we would like them to pursue uninsured losses on our behalf.

v) HDC Annual Liaison Meeting – 4th February 2003 – Mrs Goodwin attended this meeting and information will be circulated amongst the councillors.
vi) Following items to be circulated – Lead Markers, Various English Counties, HDC Urban Capacity Study, Community Consultation Seminar on 27/3/03, answer required before 14/3/03, DEFRA, - Licensing Bill, Outlook, APLC, Minutes Standard’s Committee and Harborough Arts Opportunities newsletter 5.

i) 03/00174/TCA - Mr. Huckerby – Work to trees, Beech End, Leire, Lutterworth

Planning Permission
i)

02/01763/VAC – D. Heath – Variation of condition 4 of 01/01689/FUL to allow the use of unit 2 for B2 (general industrial) purposes (retrospective) Eaglesfield Farm, Main Street, Leire.

Planning and Regulatory Committee – Anna Golden-Erection of detached dwelling 02/01781/FUL – Mr. Fuchs will give our comments at the meeting tonight as we are unable to attend due to our meeting being the same day and time.    Our comments sent will be filed with all correspondence on this planning application.

Parishioners Participation

i) Complaints have been received in connection with The Rector’s hens, which are in the Churchyard extension.   A letter is to be written to the secretary of the PCC, Mrs P. Jackson.

4311 Playing Field –  A complaint in connection with the entrance to the play equipment has been received.   Due to the very wet weather, the entrance has become very muddy and difficult to access.   A quotation is to be sought for some quarry waste from Aggregates Industries at Croft.   Mr Laban will be asked if he could spread the waste when it is delivered.

Jubilee Walk –  It has been agreed to have the Structural Survey carried out on the Frolesworth Road bridge at a cost of £795.00.
