LEIRE PARISH COUNCIL
Minutes of the Parish Council meeting held on Tuesday 19th March 2002 in the Village Hall.
Those present:- Mrs J. Goodwin, Mrs. C. Cambers, Mr. F. Lambert, Mr. P.Pickering, Mrs R. Bones (Clerk) and three members of the general public. Apologies were received from Mrs D. Morgan and District Councillor Mr. P. Fuchs. A letter has been received from County Councillor Mr. David Jennings.
4214 Minutes of the previous meeting held on Tuesday 19th February 2002 were read and approved. It was proposed by Mr. F. Lambert and seconded by Mr P.Pickering these were a true record.
RESOLVED: That they be duly signed.
4215 Matters Arising -
i) War Memorial - New quotes have been requested and ASA Murray is re-quoting. We have been advised that the quotes have to be presented at the Diocese Council meeting at the end of the March. This is an on going matter.
ii) Jubilee Mugs - It has been decided to order 150 bone china mugs. Mrs Morgan will be informed and she will place the order on behalf of the Parish Council.

iii) The Bridges - Information requested from Mr. Ryan on the breakdown of the costs of repairing the bridge on the Frolesworth Road has not been received. A letter is to be written requesting an additional quote for the bridge on the Broughton Lane.

iv) Planning 01/01325/FUL Philip Cross - It has been noted that the entrance for this new development is less than five metres from the Highway. A letter is to be written to Mr. Ben Lee, the Enforcement Officer, advising him of this.

4216 Correspondence -
i) Mr. N. Dixon - A letter has been received from Mr. Dixon advising that he is giving up his allotment. A notice advertising the availability of this allotment is to be placed on the notice board and in the Church newsletter.

ii) LCC - Planning Green Paper - Planning : Delivering A Fundamental Change - LCC to be contacted to find out more details.

iii) LCC - Footpaths W65 and W67 (Part) Eaglesfield Farm - After a discussion on the matter of these two footpaths, the Parish Council agreed to object to this diversion and a letter is to be written advising of this. The Parish Council have received a copy letter from T.I.S. Burns of 1 Eaglesfield End, Leire, who has written regarding these footpaths to LCC.

iv) Mrs Warden - A further letter has been received from Mrs Warden advising that the hedge on the Dunton Road next to the bus shelter has not been cut back. Ownership of this hedge appears to be in doubt, and the owner of Elms Farm is to be consulted to try and establish ownership.

v) Planning Application 02/00059/CON Demolition of Garage and Assoc, Buildings. A reply to our comments on the existing buildings has been received, and it would appear that the "joiner's shop" is only a small 19th century building of no special significance.
vi) Best Kept Village Competition - Information regarding this competition has been received. It was agreed that we try again although Mr. Lambert was not in agreeance to enter this year. The vote went 3 for and 1 against.
vii) Leicestershire Tree Warden Scheme - A letter has been received from LCC requesting a nominee to act as a representative for the parish. Mr. Lambert has agreed to be our representative, and this shall be communicated to the LCC.

viii) Harborough Countryside Watch Scheme - A letter has been received regarding this scheme advising that it will be funded by the Police, and asking that we consider joining. This was agreed, and a letter is to be sent advising of this decision.

ix) Items for Circulation - One Stop Shop, Dept for Environmental, Food and Rural Affairs, HDC Minutes and Budget 2002/03 Pack.
x) Mr. R.F. Gregg - A letter has been received from Mr. Gregg asking if it will be possible to have the Agenda and Minutes to be placed on Leire Parish Web-site. This will be forwarded to Mr. Gregg via e-mail. The Agenda will be sent on the Friday before the meeting on the Tuesday and the Minutes will be forwarded after they have been signed off following the Parish meeting.
