LEIRE PARISH COUNCIL 

  Minutes of Leire Parish Council meeting held on Tuesday 19th November 2002 in the Village Hall.
  Those present:-  Mrs J. Goodwin, Mr. P. Pickering, Mrs C. Cambers, Mr F. Lambert Mrs D. Morgan, County Councillor Mr. D. Jennings and Mrs R. Bones (Clerk)

Minutes of the previous meeting held on Tuesday 15th October 2002 were read and approved.  It was proposed by Mr P.Pickering  and seconded by Mr. F. Lambert that these were a true record.

  RESOLVED:  That they be duly signed.
4283 Matters Arising
i) Ransom Strip -  Mr. Lambert has contacted Mr. Rees who is prepared to install a wire fence along the boundary of his land and the Ransom Strip owned by the Parish Council.   A letter is to be written thanking him and advising him that the Parish Council will plant some native hedging.

ii) Cornhill Insurance – Mrs Goodwin reported that she had spoken to Mrs Gledhill and advised that Mr. George Cox witnessed the accident.   Mrs Goodwin will speak again with Mrs Gledhill to find out whom Mr. Cox is employed by and Cornhill Insurance will be advised accordingly.   A quote is to be obtained from ABB for a replacement lamp, column and connection.
iii) War Memorial – The cleaning of the memorial has now commenced.   Mrs Goodwin thanked Mrs Cambers and Mr. Lambert for their help with this.   Mrs Cambers explained that the reason the cost was so high was the time required for the cleaning process.
4284 Correspondence
i)

Jackson & Co – Late Mrs. A.E. Redfern – A further cheque in the sum of £9,170.45 from the estate of Mrs Redfern has been received.  A further letter plus further copy correspondence in connection with the piece of land called The Slang has also been received.   Both items are to be acknowledged.

Mrs Goodwin has made further enquiries in connection with bank details and rates of interest for this money received from the late Mrs Redfern’s estate.   All were in agreement that an account be opened with the HSBC in a High Interest Deposit Bond Account.   The sum being  £15,000.00 for 1 year at a rate of 3.8%.   The remainder of the money £4,170.45 placed into a High Interest Saving Account 2.1% with 60 days notice for withdrawal.   These accounts will be opened and the two signatures will be Mrs Goodwin (Chairman to Leire Parish Council) and Mrs R. Bones (Clerk to Leire Parish Council)

ii) Parish Precept Requirements 2003/2004 – This was discussed and all agreed that £5,000.00, the same amount as last year, will be requested.           
iii) Flood Awareness Exhibition – This exhibition is to take place on 4th December 2002, the information is to be circulated.
iv) Freedom of Information ACT 2000-Publication Scheme, Leicestershire Community Strategy and Questionnaire, Draft Harborough District Strategy 2002-207, NALC-Salary Award 2002&2003, HDC Urban Capacity Study, NHS Annual Report, The Countryside Agency, Heritage Watch, Branchline and HDC Minutes.  – To be circulated.
v)

HDC-Centre Stage – This will be passed to the Village Hall Committee.

An invoice from District Order has been received for the year 2000/2001 for the sum of £682.09, £101.59 being the VAT element.   This was somewhat of a surprise as the previous year was for a triannual audit which cost £666.93.    The Clerk also reported that the accounts have not been signed off by District Audit.   The Clerk will look this into.
