LEIRE PARISH COUNCIL 

Minutes of the Annual General Meeting of Leire Parish Council held on Tuesday 20th July 2004 in the Village Hall commencing at 7.30p.m.
Those present:-   Mrs J. Goodwin, Mr. F. Lambert, Mr. P. Pickering, Mrs J. Gamble, District Councillor Mr. Peter Fuchs, Mrs R. Bones (Clerk) and two members of the general public.   County Councillor Mr. David Jennings joined us at 8.20p.m. after attending another meeting.
Apologies were received from Mr. K. Brown.
4442 Minutes of the previous meeting held on Tuesday 15th June 2004 were read and approved.   It was proposed by Mr. F. Lambert and seconded by Mrs J. Goodwin that these were a true record.
RESOLVED:  That they be duly signed.
4443 Matters Arising
i) Mrs Goodwin reported that she had signed the Declaration pertaining to permission for Mr. Singer to access his land from Oak Avenue.   Mr. Pickering still has to sign his.
ii) Mr. Lambert reported that he was unable to attend the last meeting of the Broughton Forum. 
4444 Correspondence
i) HDC – Register of Members’ Interests – A copy of our councillors’ signatures has been received.  This will be placed on file.
ii) LCC – Village Name Plate – An acknowledgement letter has been received stating that a works ticket had been issued and a new name plate will be in place soon.
iii) HDC – Nottingham East Midlands Airport-Proposed Changes to Controlled Airspace – A letter has been received giving an up-date on this subject.  Further information can be found on community portals at www.marketharborough.co.uk and www.lutterworth-online.co.uk and then follow the links from “Services” to Local Plan” to “Frequently Asked Questions”.
iv) Parish Audit Services – Mr Spencer has completed the Internal Audit and was pleased to say that the working papers were much improved on the previous year and well presented and were easy to follow.   He was satisfied with the action taken on last year’s report and there are no matters arising form the current audit.    The clerk has forwarded them to Hacker and Young for the External Audit.
v) Hacker and Young – A letter acknowledging receipt of out accounts at their office has been received.
vi) Basic Drug Awareness Training Session – 27th July 2004 – No councillor is able to attend.
vii) LCC-Heritage Lottery Fund-Heritage Wardens – This information will be passed to Mrs C. Cambers to see if she is interested.

viii) RCC – Application to be a Trustee of the Rural Community Council – Mrs Gamble showed an interest in this and took the paperwork to read.
ix) Mr. D. Jennings – A letter has been received from our County Councillor asking us to support him in the quest of re routing the 140 Bus Service through the centre of Broughton Astley so that it passes the shops and the Doctor’s Surgery.   The Parish Council are in agreement with his comments and a letter will be sent to County Hall advising them of this.

i) 04/00929/FUL – Mr. & Mrs S. Corser – Erection of two storey and single storey front extension – 8 Wales Orchard, Leire, LE17 5ES
COMMENTS – No comments
ii) 04/00772/FUL – Mr. P. Scarlett – Erection of a detached dwelling – The Firs, Main Street, Leire.
COMMENTS as follows:
1. The height and mass is excessive in comparison to the two nearby bungalows and dominate the rural scene
2. Access is onto Back Lane which is a single width rural lane.
3. Access is at a narrow and dangerous point in the lane and this is borne out by the numerous complaints about service vehicles not being able to service the properties.
4. Access at each end of Back Lane is difficult and dangerous and this would inevitably increase the traffic problem at these points.
5. The Parish Council would like to express the view that this application goes to Full Committee.
iii) 04/01033/AGR – Mr. M. Buddha – Erection of an agricultural building Land OS 0058 0069 0075 1954, Frolesworth Road, Leire.

Planning Permission
i) 04/00741/FUL – Mr C.R. and Mrs D.J. Everard – Construction of swimming pool and erection of telescopic pool building to rear of existing garage – Glebe House, Main Street, Leire.

Planning Refusal
i) 04/00188/OUT – Mr. D. Heath – Demolition of existing workshop and erection of detached dwelling (means of access included) – Eaglesfield Farm, Main Street, Leire.

Parishioners Participation

i) Back Lane – It was brought to the attention of The Parish Council that Back Lane is once again in a terrible state.   It was reported that large vehicles plus cars with caravans are trying to get round the corner at the Wales Orchard end of Back Lane.  This is resulting in the collapse of the bank onto the narrow lane.   Mr. Jennings will try and arrange some sort of signage to advise drivers that the road ahead is too narrow for large or towing vehicles.

ii) St. Margarets Drive – Concern has been expressed about the state of the pavement outside 8 St. Margarets Drive.   The pavement is very uneven and someone could have a serious accident if they trip over the ironwork that is protruding from the pavement.   Mr. Jennings will speak to LCC and arrange for this to be looked at.

iii) Mr. Hurst of the PCC has asked if he could submit an invoice from the PCC for our contribution to the maintenance of the Churchyard Extension.   This was agreed by The Parish Council and Mr. Hurst will be informed.

iv) Station Lane – Station Lane is in need of a cut and tidy up.   A letter is to be sent to Mr. Laban asking if he would do his annual tidy up of the Lane.

v) It was reported to The Parish Council that an Action Group has been formed and a meeting has taken place with concerns over future developments of the village.

4448 Playing Field The clerk reported that the barrier had now been taken for galvanising.
