LEIRE PARISH COUNCIL 

Minutes of Leire Parish Council meeting held on Tuesday 21st January 2003 in the Village Hall.
  Those present:-  Mrs J. Goodwin, Mrs C. Cambers, Mr. P. Pickering, Mrs D. Morgan,  Mr. F. Lambert, Mrs R. Bones (Clerk) and three members of the general public.

Apologies were received from County Councillor Mr. D. Jennings and District Councillor Mr. P. Fuchs.

Minutes of the previous meeting held on Tuesday 17th December 2002 were read and approved.  It was proposed by Mrs D. Morgan and seconded by Mrs C. Cambers that these were a true record.

RESOLVED:  That they be duly signed.
4299 Matters Arising
i) Accounts – It has come to The Clerks notice that details of a cheque were omitted from the November minutes.  £170.00 was paid to Leire Charities Commission.
ii) Cornhill Insurance – The address of the person who witnessed the accident has been sought but without success.   A further attempt will be made this month.

iii) Flower Beds corner of Little Lane/Frolesworth Road – Mr. Howe has been in touch and has stated that the price quoted covers plants only.   The Parish Council would like to see only small plants on these flower beds.   Offers of plants have been received from The Gardening Club, and Mr Howe has been advised of this.

iv) Leicester Aggregate Grants – The information, which has now been received, will be re- read and reported at the next meeting.

v) Street Light – The light on the corner of Back Lane opposite the Village Hall is still faulty.  A letter is to be written asking why the light has not been repaired.

4300 Correspondence
i) Citizens Advice Bureau – Notification of the new premises for the Citizens Advice Bureau has been received.  This will be placed on the notice board.
ii) Lamley Brothers – A quotation for the cutting of the Playing Field at a price of £75.00 per cut has been received.   This represents a considerable increase on the price from Serviceteam, and is it has been decided to remain with them.   A letter is to be written to Lamley Brothers informing them that there quote has been unsuccessful, but asking that they cut Jubilee Walk for three cuts (and not two as first indicated), first in April, second in July and the third October.
iii) Matrix Waste Bin Service – Notification of this new service to provide a Dog Waste service has been received.   The prices with Harborough District Council are to be checked and further discussions will take place at the next meeting.

iv) Annual Playground Inspection – It was agreed to pay the £44.00 inspection fee, and if any problems are identified, the play equipment will be sorted.
v) HDC Annual Liaison Meeting with Parishes – it is hoped that the meeting will be attended by Mrs Goodwin.
vi) Banner Homes – Land off Frolesworth Road – A letter is to be written advising that it is the opinion of the village that we do not want any building on this land.

vii) Replacement Street Lamp – A quotation from ABB has been received for a new streetlight to replace the one that was knocked down.   It will cost £90.00 to remove and dispose of the redundant column stump.   To supply a 5m post top galvanised steel finish column complete with Thorn QB79 50w SON/T lantern and Oaisis 1000 one part photo electric cell to provide “all night lighting” would be £275.00, and to connect the new supply onto East Midlands Electricity LV network £350.00.   Total cost of  £715.00 + vat.   This has been agreed and a letter will be forwarded to ABB advising that we would like a lamp and column the same as that outside Ambercroft on Broughton Lane.

viii) LCC Christmas Tree Recycling Scheme – LCC have requested we inform them of the number of Parish notice boards in the village allowing them to print the correct number of posters for next year.

ix) Street Cleaning Services – A t the Billesdon Community Forum two Parish Meetings requested information in connection with street cleaning.   The rotas can be found on the web site www.lutterworth-online.co.uk/wasterservices from this April.
x) Mr R. Gregg – An e-mail request has been received from Mr. Gregg requesting planning permission to have the entrances to Leire “gated” similar to several villages around the area.   This, he hopes would then permit a legally enforceable speed limit of 20mph within the village without speed-bumps or any of the other unattractive devices that have appeared.

A letter will be written to Harborough Highways asking if this is possible and what the cost would be.

i) 02/01893/FUL – Mr & Mrs T. Cherry – Erection of first floor link and first and second floor extensions, Stemborough Mill, Stemborough Lane, Leire.

i)

02/01594/FUL – Chris Freeman Design Ltd – Erection of two detached dwellings (revised scheme 02/00058/FUL, plots 2 and 3), Bartram Motor Services, Main Street, Leire.

Parishioners Participation

i) A vote of thanks was given from the residents of Hoke Court to Mrs Goodwin and Mr Fuchs for their help in obtaining the “Salt” box to be filled.
ii) Concern has been expressed that a number of RATS have been seen in Hoke Court/Wales Orchard.   The Council has been called and the Pest Control Officers have been called out.  
iii) Mrs Dove from Hoke Court is very concerned about her bungalow.   It has developed very large cracks in her walls.   Soil samples have been taken, and it is feared that these are been caused by subsidence.   District Councillor Mr. P. Fuchs will be informed.
iv) It has been reported to the meeting that Mrs Warden of Dunton Lane slipped and pulled a tendon in her leg.   She slipped on the wet undergrowth which had been cut back by the occupiers of the Telephone Exchange.   A call will be made to HDC to find out who owns this land, and a letter will be sent to The Occupiers of the Telephone Exchange.

v) It was reported to the meeting that only half of Back Lane was swept when the cleaners came round in December.   A letter is to be written to Harborough Highways asking if the whole lane could be swept.   We will also advise that the drain in the turning point by the bungalows is blocked and water is cascading down that end of Back Lane.
