LEIRE PARISH COUNCIL 

Minutes of Annual General Meeting of Leire Parish Council meeting held on Tuesday 21st October 2003 in the Village Hall.
Those present:-  Mrs J. Goodwin,  Mr. P. Pickering, Mrs J. Gamble, Mr. K. Brown, Mr. F. Lambert County Council Mr. David Jennings, Mrs R.  Bones (Clerk) and three members of the general public
Apologies were received from District Councillor Mr. P. Fuchs.
4375 Minutes of the previous meeting held on Tuesday 16th September 2003 were read and approved.   It was proposed by Mr. K. Brown and seconded by Mr. P. Pickering that these were a true record.
RESOLVED:  That they be duly signed.
4376 Matters Arising
i) Playing Field Barrier – Mrs Gamble reported to the meeting that she had been in touch with Mr. David Ludlam who will be quoting for the structure and erection of the barrier on the entrance to the car park of the Playing Field.
The Bridge Frolesworth Road – Mr. Lambert has discussed this with Mr. Tom Williams, the contractor who has worked on Jubilee Walk drainage problem.   He will look at the problem of the drainage on the bridge and respond with his recommendation and quotation.  
4377 Correspondence
i) English Heritage – A letter had been received from English Heritage advising that authorisation of the grant has been given for 50% of the cost for the work carried out on the War Memorial.    A sum of £150.00 has been received from them.    Mrs Carol Cambers, a retiring Parish Councillor has offered to carry out the cleaning of the War Memorial as per the schedule which was sent to English Heritage.   A verbal thank you and a letter will be sent to Carol thanking her for her work on the project and her offer to carry out the cleaning.

ii) Citizens Advice Bureau – A letter has been received from Mr. Bob Howes, Chairman of the new organisation for the South Leicestershire Citizens Advice Bureau.   He is advising us that Lutterworth and District CAB and the Market Harborough have come together to form the South Leicestershire CAB.   If there are any queries, he will be pleased to hear from us at any time and hope that our support of the CAB continues.
iii) ABB Street Lighting – A letter has been received from Mr. Paul Jones who has advised us that the street lamp on Broughton Lane is the same as the one outside The Beeches.   Another call will be made to him asking if he would visit and survey the situation and speak with the owners of 6 Andrews Close who have expressed a concern that the lamp is too bright.

iv) Mr. Lambert – Mr. Lambert has advised that the Village Hall Committee have asked HDC if they have any objection to the Village Hall Committee and The Parish Council placing a seat outside the Village Hall in memory of Mr. A. Redfern.   The Parish Council have agreed to go 50/50 with the purchase of a seat.   Mr. Lambert will report back to the Village Hall Committee.   The clerk will bring catalogues to the next meeting to see if there is a suitable bench.
v) The PRIDE “10 Year Celebration” - Mrs Gamble has offered to attend this on behalf of the Parish Counci on Friday 5th December 2003.   The acknowledgement will be sent back to Coalville Police Station

4379 Swift Valley Partnership
  A draft letter has been received from the Parish Council solicitor which was read out at the meeting.  All the councillors agreed that this letter should be accepted and sent to Keith Harvey and Company, Mr. Dennis Singer‘s solicitors.   A copy of the letter is attached to the file copy for reference of content

Parishioners Participation

i) Mrs Dove reported that she would like a tree if possible removed from her back garden.
  Since it was planted the tree has spilt into two and is becoming too large for the surrounding area.  Mrs Dove also stated that she believes it could be the cause of some of the subsidence of her bungalow.    Mrs Dove has spoken to HDC but with no response at the present.  This problem will be addressed by the Parish Council on her behalf.

ii) HDC have advised the Parish Council that the land beside 13 Oak Avenue on Station Lane is the property of HDC and this will be cleared and sorted in the very near future.
iii) Street Lamp Post – The lamp post at the end of Oak Avenue leading onto Station Lane has been damaged by the refuse lorry.   This has been reported to HDC and it is believed they are dealing with this matter.
