LEIRE PARISH COUNCIL 

Minutes of the Leire Parish Council meeting held on Tuesday 23rd July in the Village Hall.

 Those present:-  Mrs J. Goodwin, Mr. P. Pickering, Mrs. C. Cambers, Mr. F. Lambert, County Councillor Mr. D. Jennings, Mrs R. Bones (Clerk) and 9 members of the general public, 3 being the children of Mr. & Mrs Howe.

Apologises were received from Mrs D. Morgan and District Councillor Mr. P. Fuchs 

4247    Minutes of the previous meeting held on Tuesday 18th June 2002 were read and approved.  It was proposed by Mr. F. Lambert and seconded by Mrs C. Cambers that these were a true record.

RESOLVED:  That they be duly signed. 

4248        Matters Arising

i)              War Memorial – Mrs Cambers has been in touch with Mr. Busby re his quotation and he has advised a 5% increase on his original quotation to cover cost escalation.   This quotation has been forwarded to Shire Grant who advised us to add the facualty fee, which will be paid direct to the Archdeacons office. 

ii)           Allotment – Information has been received from Mr. Fuchs advising that HDC allow small sheds on allotments owned by the council.   A letter is to be written to Mrs Lloyd advising her that she may erect a small shed on the site but it must be no bigger than 6’ by 4’

ACTION:  Clerk 

iii)            FlowerBed – Mr & Mrs Howe attended the meeting together with their 2 daughters and new baby daughter.   Mr Howe is very keen to take over the upkeep of this flowerbed, for which the Parish Council is grateful.   Mr. Howe will now draw up a plan on how he would like to see the bed look.   He will report back to the Parish Council at a later date. 

iv)        Insurance Claim – Lamp post Back Lane – A further letter is to be sent to Cornhill Insurance asking if they have heard from Mr. Lovett re the accident which resulting in one of the Lamp Post being knocked down.

4249    Correspondence

i)          Parish Audit Services – A further letter has been received from Mr. M. Spencer advising of his cost (£120.00) to carry out an Internal Audit.   This was discussed, and Mr. Spencer is to be requested to provide this service prior to the accounts being forwarded to the External Auditors, Hacker and Young, in Nottingham.

ACTION:  Clerk 

ii)         Hacker and Young – A date has now been received for the Audit.   The accounts have to be with Hacker and Young by the 30th August 2002. 

iii)         APLC – National Association of Parish & Local Councils – A letter has been received from Mr. Jeremy Presoctt, and Mrs Cambers reported that she had met Mr. Prescott, who advised her that he would like to attend the August meeting and address the Parish Council.

iv)        Railway Bridge on Frolesworth Road – A letter was received by Mrs Cambers in connection with the bridge on the Frolesworth Road.   This was received from a Leigh Clewlow of LCC advising that Shire Grant may be able to assist, but a Structural Engineer’s report would need to be prepared before they would consider given Grant aid.   A letter is to be sent requesting a quotation from Mr. Peter Steer, Principle Bridge Inspector, asking how much it would cost to have the bridge inspected.  It will be pointed out to Mr. Steer that we are a small Parish Council with very limited funds.

v)          Lutterworth Sports Centre – A letter from HDC has been received requesting further funding for the new Leisure Centre.   A letter is to written asking for confirmation of previous donations before any further monies are issued.

ACTION:  Clerk 

vi)         Jackson and Co _ Mrs A. Redfern deceased – Mrs Goodwin will advise when to sign and return the documents to Jackson and Co. 

vii)         Harborough Home Search – Circulate 

viii)        Broughton Community Form – Tuesday 25th June 2002 cancelled re scheduled for Monday 23rd September 2002. 

ix)         The Volunteer Centre – All literature to be placed on the Village Notice Board. 

x)          Leicestershire Waste Management Strategy – Consultation Paper – Circulated 

xi)         Items for Circulation – A new guide to South Leics., News from Leics., Care Online, Winged Fellowship Trust, Leics. Matters Spring edition, HDC Best Value Performance Plan 2002, Periodic Electoral Review of Harborough, Final Recommendations, GDC Special Meeting of the HDC (Mins), Customer Services Strategy and Commission for Racial Equality. 

4250    Planning

i)              02/00851/FUL – Mr. D. Ayres – First floor extension above existing garage – One Acre, Stemeborough Lane, Leire

We regret the increase in height but appreciate that with the Dormer window adjacent property it would appear that a precedent has already been set 

            Planning Permission

i)              02/00582/FUL – Mr & Mrs Hanson – Demolition of existing conservatory and erection of replacement single storey extension, Dunsmore House, Main Street, Leire. 

4251        Leics. And Rutland Assoc. of Parish and Local Councils – Parish Transport Grant

i)          Mrs Cambers will speak with Mrs P. Carr who is currently organising the school bus for the children who attend Bitteswell School.   This may be of assistance to her. 

4252    Parishioners Participation

i)              A complaint has been received from the residents of the Bungalows in Hoke Court that young people are riding their bikes down the pathway between the Frolesworth Road and Hoke Court.   A site meeting has been requested to address our concerns with HDC.  A letter is to be written to the Housing Dept.

ACTION: Clerk 

ii)             Footpath Stemborough Lane – A letter is to be written to Waymarking advising them that the footpath which commences by the Parish Council bench on Stemborough Lane has been padlocked and boarded up preventing access onto the public right of way.

ACTION:  Clerk 

iii)            Station Lane – This lane is very overgrown.  Mr Laban is to be asked to cut it on our behalf next time he comes to the village to do the Churchyard extension.

iv)            Tree St. Margarets Drive – Another letter is to be sent to HDC in connection with the very large tree at the entrance to S. Margarets Drive.

ACTION:  Clerk 

v)             Linden House – Complaints about the branches overhanging the pathway from this property have been received.   Mrs Goodwin will speak with the owner. 

vi)            Mr. C. Rees – Ransom strip – It has been noted by the Parish Council that Mr Rees has been using Parish Council land for accessing and grooming of his dogs.   A letter is to be written to him about this matter.

ACTION:  Clerk 

4253    Playing Field – Concerns have been expressed about the large gate left open by HDC after the cutting of the grass in the playing field.   Mrs Morgan has purchased another padlock and the key has been forwarded to Mr. Bird.   Mrs Goodwin will speak with Mr. Bird about this problem. 

4254    Jubilee Walk –  A site meeting has been arranged for Friday 26th July 2002 to walk the nature walk and assess its current state.   A number of complaints have been received over the spread of the undergrowth since it was cut in the early spring.   It was pointed out that a further cut is due towards the end of the summer
