| Minutes of the Leire Parish Council meeting held on Tuesday 24th February 2004 in the Village Hall. | |
| Those present:- Mrs J. Goodwin, Mrs J. Gamble, Mr. K. Brown, Mr. F. Lambert , Mr. David Jennings, County Councillor, District Councillor Mr. Peter Fuchs, Mrs R. Bones (Clerk) and two members of the general public. Apologies received from Mr. Pat Pickering | |
| 4400 | Minutes of the previous meeting held on Tuesday 20th January 2004 were read and approved. It was proposed by Mr. F. Lambert and seconded by Mr. K. Brown that these were a true record. |

| Mrs Goodwin welcomed Mr. Fuchs back to the meeting after his spell away. | |
| 4401 | Matters Arising |
| i) | Mrs Goodwin reported that she had completed the questionnaire and forwarded back to HDC. |
| ii) | Lamp Post Station Lane Mr. Fuchs was appraised of the situation with the lamp post and he will speak direct with HDC on our behalf. |
| 4402 | Correspondence |
| i) | Planning Concern Swift Valley Partnership Replies have been received from HDC who have advised that there is no planning application for the development. However, the land in question has been put forward for consideration within the review of the Local Plan. Further copies of letters sent to HDC from concerned parishioners have been received. |
| ii) | Rural Partnership To be circulated and commented on at next months meeting. |
| iii) | Partnership Funding for Rural Bus Shelters 2004/2005 Letter received for funding for the next year. There are no bus shelters in need of repair at this time. |
| iv) | ABB Street Lighting Annual Maintenance Annual visit has been made to inspect the street lights which the Parish Council have control over. All lamps (bulbs) were changed and visors/bowls were cleaned. Details of any lights requiring repairing can be e-mailed: Rugby.parishrepairs@gb.abb.com. |
| v) | Mrs C. Lucas A letter has been received from Mrs Lucas of Wales Orchard asking if there is an allotment available. At the present time the three allotments are in use, but the annual rent is due and these will be applied for. The clerk will find out if the current renters still wish to carry on. Mrs Lucas will be informed. |

| vii) | LCC Fallen Tree - Jubilee Walk A report has been received from LCC that a tree has fallen down on Jubilee Walk. Mr. Graham Sutton will be asked if he could remove. |

| viii) | Street Lamp Oak Avenue/Station Lane A letter has been received from Mike Wilson, Chief Executive, advising that the contractor is unwilling to deal with the claim and he has suggested that we deal with it through our insurers. This is not acceptable to the Parish Council and Mr. Fuchs will look into the matter with Waste Management at HDC. |

| ix) | HDC Form and Procedure of Meetings to Consider Allegations of Breaches of the Members Code of Conduct Referred for Local Determination Nothing to refer. |
| x) | F W A G Business Directory To be circulated. |
| xi) | Rural Street Support Team Mrs Gamble informed the Parish Councillors a little more about this issue. The Councillors were advised that this was supported by The Samaritans and that this support team is in need of publicity. |
| xii) | Environment Agency ACT NOW Be Prepared for Flooding Information in connection with flood warnings has been received. This Parish is not considered to be at risk, but should more information be required, information can be obtained from the Floodline number (0845 988 1188) or website www.environmnetl-agency.gov.uk/flood. |
| xiii) | HDC Notice of Intention to Adopt the Alterations to the HDC Local Plan Circulate. |
| xiv) | Conservation Area Review The clerk has been asked to look at the Conservation file and this will be discussed further at the next meeting. |
| xv) | The Dogs (Fouling on Land) Act 1996 HDC are trying to combat the problems of dog fouling throughout the district. HDC are looking at introducing The Dogs (Fouling on Land) Act 1996, this allows the Council to designate no fouling areas. The act does not include agricultural land, woodland, marshland, rural common land and carriageways with a speed limit of more than 40 mph. We have been requested to complete a questionnaire and return to HDC. |

| i) | 04/00188/OUT Mr. D. Heath Demolition of existing workshop and erection of detached dwelling (means of access included). Eaglesfield Farm, Main Street, Leire. Leicestershire |
| The Parish Council would like to make the following comments: 1) The application lies outside the Deposit Harborough District Local Plan and is contrary to Strategy Policy 4 of the Leicestershire Structure Plan and Policies EV/5 and HS/13. 2) Previous application on an adjacent parcel of land was refused in 1999. 3) The Parish Council still has the same concerns about the number of vehicles, which are using the junction onto Main Street. This junction is becoming more dangerous with additional properties already being developed on the opposite side of the road. 4) The Village Hall is also situated on the opposite side of the junction and is heavily congested with parents collecting young children from Play School, Brownies, Beavers and Cubs and general activities that are carried out at the Village Hall. 5) The building of large houses opposite the Village Hall has reduced visibility. 6) We therefore request that this application goes before the Full Planning Committee. | |

Parishioners Participation |
| i) | Mr. Robin Gregg reported to the meeting that he had planted and re-instated hedgerow behind his property and properties which run down Main Street up to Mr. D. Heaths land at Eaglesfiled Farm. The Parish Council thanked him for his time and the contribution of hedgerow. |
| ii) | Mr. F. Lambert asked the clerk if she would be able to obtain another footpath map of the village to replace the now very faded one. We have been advised to write to Mr. Piers Lindley who should be able to assist with the provision of a footpath map. |

| iii) | The clerk has received complaints about the Dog Waste bin which is over flowing again. A letter will be written to Matrix asking for the emptying schedule so that this can be monitored. |

| iv) | Cars Parked on the Frolesworth Road Concern has been expressed over the number of parked cars on the Frolesworth Road, especially on the bend outside The Limes/The Green. |
