LEIRE PARISH COUNCIL
| Minutes of the meeting of Leire Parish Council held on Tuesday 26th October 2004 in the Village Hall commencing at 7.30p.m. | |
| Those present:- Mrs J. Goodwin, Mr. F. Lambert, Mr. P. Pickering, Mr. K. Brown, County Councillor Mr. David Jennings and Mrs R. Bones (Clerk). Apologies were received from the District Councillor Mr. P. Fuchs. | |
| 4458 | Minutes of the previous meeting held on Tuesday 21st September 2004 were read and approved. It was proposed by Mr. F. Lambert and seconded by Mr K. Brown that these were a true record. |

| 4459 | Matters Arising |
| i) | Goal Post Frame – The clerk reported that the measurements need to be clarified before a quote could be obtained. This information will be forwarded as soon as possible. |

| ii) | Street Lamp end of Oak Ave., - The clerk showed the Council a number of e-mails which had been passing between Mr. Peter Fuchs and HDC with no concrete results to-date. |

| ii) | Harborough District Local Development Framework (LDF) timetable – To inform us that HDC will not be issuing an Initial Draft Local Plan Review as originally envisaged. HDC will produce a timetable for the production of the Local Development Framework following the commencement of the Act (expected in late September) The timetable will be called the Local Development Scheme and is expected to be publicly available by the end of the year. |
| iii) | APLC-Parish Council Websites – Leire has its own Web Page which is kindly administered by Mr R. Gregg. |
| iv) | Parish Precept 2005/06 – This will be discussed and completed at the next meeting. |
| v) | Shire Environmental Grants – This will be investigated. |

| vi) | Mr. D. Crane – Mrs Goodwin has received a letter from Mr Crane stating that he would be prepared to attempt to turn the No Through Road sign so that it faces the correct way. The Parish Council has no problem with this. |

| COMMENTS | |
| 1) It is felt that the description in Item 5 of the Application is incorrect. The existing dwelling is not being replaced with a new dwelling but by an independent garage block. | |
| 2)The Parish Council considers that the new dwelling should be built within the curtilage of the original property to be demolished. | |
| 3) The access to the type of development proposed would be very restrictive bearing in mind that the brick wall either side of the entrance is Listed because of its historical status. | |
| 4) The Parish Council feels that the proposed new dwelling would be a big intrusion into a green lane area and would be too dominant for its location in a Conservation area. | |
| 5)The Parish Council is concerned, together with the adjoining neighbours on the south, west and eastern sides, that the proposed dwelling will be to dominant, particularly taking into account that the land rises up to approximately six foot above the adjoining properties. It will greatly restrict light and will deprive these neighbours of the enjoyment of their property to major detriment. If it were situated on the original building line in this Conservation Area this would eliminate the impact on these existing properties. | |
| 6)The Parish Council considers the removal of the ten trees on the site will not be confined to garden trees. Some more mature trees would be involved. | |
| 7)The Parish Council is also concerned about the future access to the proposed rear of this property as Back Lane, historically, has been problematic with regard to vehicular access for a number of years. We would like to point out that the rear boundary wall is also covered as a listed wall. | |
| 8)Taking into account the above points, the Parish Council feel that the Policy IN/1 should be considered with regard to:- | |
| (a) Building Heights, Building Scale and Street Scenes: | |
| Any new development should normally respect the particular form and scale of adjacent properties and the street scene and should not dominate them by reason of height mass or site coverage. | |
| (b) Design: | |
| Proposals should not adversely affect and wherever possible should enhance the established character of the surrounding area in terms of scale, space around buildings, density, design etc. | |
| (c) Best Use of Site: | |
| The characteristics and features of the site should be respected, including vegetation, gradient, aspect etc. | |
| (d) Privacy: | |
| New dwellings and existing dwellings adjoining development proposals should have adequate privacy for the occupants of the dwellings. | |

Leire Parish Council hope the Planning Officer gives sympathetic consideration to the neighbours i.e. Norfolk House. | |
