LEIRE PARISH COUNCIL 

Minutes of the meeting of Leire Parish Council held on Tuesday 30th November 2004 in the Village Hall commencing at 7.30p.m.
Those present:-   Mrs J. Goodwin, Mr. F. Lambert, Mr. P. Pickering, Mr. K. Brown, and Mrs R. Bones (Clerk).  Apologies were received from Mrs J. Gamble, County Councillor Mr. D. Jennings.    District Councillor Mr. P. Fuchs attended the meeting at 8.30p.m. after a previous meeting of the Forum.
4466 Minutes of the previous meeting held on Tuesday 26th October 2004 were read and approved.   It was proposed by Mr. K. Brown and seconded by Mr P. Pickering that these were a true record.
RESOLVED:  That they be duly signed.
4467 Matters Arising
i) Goal Post Frame – The clerk reported that she had not been given the necessary dimensions to obtain a quote from Form Weld Ltd.   It was decided at the meeting that a quote for a frame of 12 foot wide by 6 foot high is required.
 

ACTION:  Clerk

ii) Back Lane – A site meeting took place with Highways who will implement some new restrictions at the northern end of the lane.
4468 Correspondence
i) Mrs. Jackie Gamble – A letter has been received from Mrs Gamble requesting a 6 meeting leave of absence from the council meetings due to ill health.   This was accepted by the other members of The Parish Council.
ii) Jackson and Co. Swift Valley Partnership – Further correspondence received from our solicitor asking if The Parish Council is in agreeance with the following three clauses:-
item a)  The amended plan in acceptable.
Item b)  The Parish Council accepts this statement. (copy attached to minutes.)
Item c)  Mr. Singer offered to pay all reasonable legal costs incurred by the Parish Council.
iii) Parish Precept Requirements 2005/2006 – Return to HDC requesting the same amount as for last financial year (£5,000.00)
iv) Rural Community Council – 2005 Diary of Village and Events – This information to is passed to The Village Hall Committee.
v) ABB – Acknowledgement letter received stating that our order for a new street light in Little Lane has been placed.
vi) Items which were to be circulated – HDC Economic Development Strategy (update Sept.) LCC Refuse and Recycling Directory, Nottingham East Midlands Airport, LCC Development of a new Local Transport Plan for Leicestershire, HDC Community Strategy, Standard Committee Mins., HDC Mins. and EMDA News.

i) 04/01706/FUL – Mr. D.G. Heath - Change of use from grazing land to mιnage, Eaglesfield Farm, Main St. Leire.
COMMENTS:  None
ii) 04/01778/FUL – The Queens Arms, Erection of canopy, Queens Arms, Main Street, Leire.
COMMENTS:  None

04/01852/FUL – Mr & Mrs Cooper – Erection of a two storey rear extension (re submission of planning application 04/01475/FUL), Eaglesfield, Main St. Leire.
COMMENTS:  Our original objection remains the same as Application No:  04/01475/FUL.   Hope that the Planning Officer gives sympathetic consideration to the neighbours i.e. Norfolk House.

i) 04/01182/FUL – Mr W. and Mrs C. Smith – Erection of a balcony to existing first floor at rear and construction of a car port and addition of pitched roof over existing dormers - 17 St. Margarets Drive, Leire.

4472 Refusal of Planning Permission
i)  04/01475/FUL – Mr & Mrs Cooper – Erection of two storey rear extension, Eaglesfield, Main Street, Leire.
After the planning matters Mr. Peter Fuchs informed us of the new planning framework.
A consultation period is to be from 10/01/05 until 28/0205.   This new procedure is to let Parish Meetings have more power.   This will be discussed further at the January 2005 meeting.

Parishioners Participation

i) A request has been received from residents in Dunton Road for an additional street name sign to be placed by the telephone exchange as they are having problems with the postal service.   A request for a street sign is to be sent to Harborough District Council.

ii) Complaints about the concrete flower tub outside the Village Hall have been received from a few people who have walked into it. 
POST MEETING NOTE – Mrs Harris informed the clerk that she had spoken with Mrs Goodwin and Mr. Lambert and stated that the concrete tube had not been moved only that the waste bin had been placed beside it.
